Dear Mr. Phillips,

Thank you for expressing your concern regarding the Transit Effectiveness Project (TEP). The SFMTA
Board Ad Hoc TEP Review Committee carefully considered the issue that you raise concerning the
elderly and disabled riders who will be affected by the changes in 18-line service and are sympathetic.
However, after weighing all the issues, the Ad Hoc Committee came to the decision to support the TEP
recommendations. With your invitation, members of the TEP staff would be willing to attend a meeting of
the Parkmerced Residents' Organization to discuss the changes with your community and to gather
your valuable input.

The TEP recommendations are based on extensive public input from thousands of San Franciscans
and are supported by in-depth technical data. Some riders may see a downgrade in service to their
area. In these few instances, the changes reflect hard choices made by Muni and the SFMTA Board of
Directors after hearing extensive community feedback. Overall, the TEP recommendations will improve
service for San Franciscans by relocating some of Muni's limited resources where they are desperately
needed.

Thank you for your interest and participation. Only with the thoughtful input of members of the public
will the Transit Effectiveness Project be able to achieve its goal of creating a quicker, more reliable and
safer Muni, capable of meeting the transportation needs of 21st century San Franciscans.

I have testified before TEP panels on the necessity of continuing Bus 17
service through Parkmerced.  I have been publicly chided when it was
announced our testimony time would be cut by 66%,  I invited the TEP panel
to ride route 17 and view what negative impact their "more efficient" route
would have.I also asked this same panel to attempt to get from the locations
cancelled to Font Blvd in a manual wheel chair with no assistance and no
leaving the wheelchair to facilitate getting around curb obstacles which still
exist at many intersections in Parkmerced.

I received silence.  When I heard that the TEP scheme was authorized by the
SFMTA I sent the following email.  The sarcasm was unprofessional but the
sentiment resounded with outrage at the marginalization Muni was giving to so
many of its passengers.
Please join us for constructive dialogue on how we can salvage Muni bus route 17.
