President Robert Pender announced that there will be a meeting Wednesday, April 17 at 12 noon at Room 250 in
City Hall. The city’s budget will be presented. The Senior Housing Action Network has asked for a good turnout of
tenants. On the agenda will be affordable housing--10-15% should be set aside for low-income rental units.
However, it is understood that there are no specific funds for developing rental units.
Lora Traveler informed the Board that she had talked to Judge Gartzman and announced that the Parkmerced
landlord will be sending letters to all residents this Thursday (April 18) regarding the O&M II Passthrough
payments. This does not give the Board the time to respond with a petition to the Rent Control Board. Arne
Larsen reiterated the information that was sent from the Rent Control Board in March. He also indicated that
questions need to be brought up in appeal regarding how the change of ownership affects these passthroughs.
We also need to have proof of any arguments that are presented to the Rent Control Board. Lora Traveler
reminded us that according to the City Ordnance the landlord must be the owner of the property for five years
before another Operating and Maintenance can be instituted. She also reminded us that any appeal requires 13
copies sent to 13 different individuals and we need to remind any tenants of this requirement.
Aaron Goodman indicated that the PRO™ Board should reiterate that the appeals need to be made by individual
tenants. The Rent Control Board will notice the more petitions that are submitted. We need to clarify the reason
why the PRO™ Board’s decision not to appeal was made.
The following motion was made by Mike Smith, seconded by Robert Pender and amended by Arne Larsen:
When communicating with tenant Julian Lagos say that when we on The PRO™ Board have supported him and we
expect cooperation from him in PRO™’s activities and agendas. Motion passed unanimously.
Aaron Goodman announced that he had spoken at the OMI Senior Center regarding San Francisco State
University’s Master Plan, in particular the transportation aspect.
Daniel Phillips announced that the sign for Farmers Market was torn down over the weekend. This was sad
because the Farmers’ Market is one thing the landlord has done that he and The Board of Directors support.
Lora Traveler announced that she and Genevieve Callejo had tried to contact our District Seven Supervisor Sean
Ellsberg regarding the remaining $9,000 from the Utility Passthrough decision. He is not returning their calls
regarding the status of our request that the money be awarded to PRO™. They will continue trying.
A motion was made by Robert Pender and seconded by Daniel Phillips asking Parkmerced management to share
with PRO the $1,000 they are offering to tenants when new tenants are secured. Vote was 3 in favor, 7 opposing
and 1 abstention. Motion failed.
Robert Pender reminded the Board members of the April 26, 2007 Parkmerced Landlord Resident’s Meeting. We
need to be present and ask questions.
Aaron Goodman reported on the Landmark Preservation issue. The landlord is now supporting this.
At the suggestion of Lora Traveler a prayer in memory of the students and staff who were killed and injured at
Virginia Tech. This was done with a moment of silent prayer and followed by a prayer given by Arne Larsen.
The meeting was adjourned at 8:30 p.m.
Respectfully submitted
Betty Biles, Interim Recording Secretary,
The Board of Directors,
The Parkmerced Residents’ Organization
