Treasurer’s Report:  Was not given to the board

President’s Report:  1) SFMTA noted cuts issued, on the SFMTA website please be aware and send in
your comments to the SFMTA regarding changes that affect the Parkmerced area. Late night services and
the 88 line are being cut. Other connections require now switching to get to public amenities in the Presidio.
The PRO website shows the petition versus the cuts. 2) Attended and gave public comment to the Land-Use
committee on just cause eviction legislation by Supervisor Avalos, for post 1979 units. Parkmerced’s future
planned units are part of this legislation.  3) Submitted a Public Records request on behalf of PRO of the
SFMTA documents on the proposed changes on the M-J line into Parkmerced, documents received do not
provide documentation of emails, private held meetings, and concerns raised on the private developers
meetings with SFMTA on this proposed project.  Numerous documents are not present on conversations
with city officials, Caltrans, state entities, and the SFSU/CSU planners. Concerns are evident due to the lack
of the MOU with SFSU/CSU and the city of SF not being included, and additional documents of re-routing of
transit without significant alternatives for transit routing directly to Daly City Bart as an public or community
backed option for transit improvement and alternatives/options to the current proposed routing. A memo
was sent on behalf of PRO due to the early December dates of the SFMTA, SFCTA, and SFMTA Citizens
Advisory Committee. 4) A memo was sent on behalf of PRO to the SF Planning Commission on the issues
related to the “demolition of sound housing” ordinance being reviewed since this also deals with Parkmerced’
s units and the “condition” of the existing units per discretionary review policy and the need for a soundness
report on the existing units prior to any proposed demolition. 5) A memo to the Brotherhood Way
organizations to request a meeting to discuss future transit routing and the SFMTA documents. 6)
Suggested that we send a complaint to the SOTF regarding the SFMTA documents received and missing
data on the discussion of routing public transit through a residential neighborhood. 7) Cassette Tapes of
the Rent Board Hearing were received and listened to, and directly point out that Bert Polacci of Stellar
Management improperly asserted PRO’s approval of the trash changes. A memo was sent to the
Administrative Law Judge Yick Wo, on this issue, and case, since the stance of the PRO President in
question was to step down from the sustainability committee of Parkmerced due to a lack of communication
and proper agenda’s and notice to community members of trash systems being proposed to implement. No
apology or correction to the judge or PRO has been received to date based on Mr. Bert Polacci’s improper
use of PRO’s name in a legal discussion/decision.

OLD BUSINESS:  

GENERAL DISCUSSION ON MEMO’S ISSUED BY THE PRO BOARD COMMUNICATION COMMITTEE:
Board Member (A) – noted concerns on President Goodman’s issuing  of memo’s with PRO’s letterhead,
and the need for the PRO Board to review all memo’s in addition to the “communication’s committee” prior to
issuance. Board Member (B)  noted the problem with public notice by the SF BOS, and the short turn-
around time to get communications out to public agencies regarding neighborhood concerns require that we
send it to the communications committee for approval prior to issuing, and when I receive the formatted
memo I send it out to get the memo’s out in time, I have not verified if the communication’s committee has
distributed the memo’s to ALL members of the board, and the communications committee on a regular
basis. There is not physical support on the issuance of memo’s and letters. Board Member (C) raised
concerns about the documents being prepared by a member who has resigned and has noted not wanting
to have communication to the board this person suggested calling communications members and other
members who have noted a lack use of email, and need to call members and at least let them know of
issues prior to sending them out. Board Member (B) notes to the board that there are few options currently
due to a general lack of involvement and technical email ability of PRO Board members, and the consistent
current need of the PRO Board to issue immediate action(s) on issues in general, and physically to attend
hearings and meetings to ensure PRO communications are sent adequately to government agencies.  The
city agencies distribute on Friday and Sat. and this precludes time to respond to the Monday land-use
meeting typically. We have not formally issued resolutions on these items, but issued memo’s questioning
the concerns not being addressed. Memo’s need to be issued consistently and on an as-needed basis due
to the upcoming EIR and lack of PRO volunteers and members involved in these issues.   PRO Board
General agreement that improved discussion and review time is required on PRO Board Issued Memo’s and
future issued documents MUST be sent through to communication members to ensure they have received
and can respond or amend documents as required.  At the least they should state clearly that the PRO
President is writing the memo on behalf of the PRO organization, without formal approval of the Board.

Aaron Goodman – noted a new Fund raising Memo – Draft for issuance with upcoming PRO Board renewal
mailing.  We need to request PRO members financially support PRO with larger donations to sustain PRO,
since we are reducing our membership costs in general. We need additional philanthropic donations and
funding to meet our yearly goals for PRO as an organization.

Aaron Goodman – noted concerns still with lack of meeting space such as the conference room at the
leasing office, due to federal laws on provision of meeting areas for tenants organizations meetings. There
is also a concern about Stellar “previewing” our PRO Insider prior to posting in the lobbies as this is a form
of tenant organization “censorship” and should not occur. We should have a key to the Tower lobby
cabinets, and the ability to post our newsletter per federal laws on the common areas of the community. A
general memo should be sent to the Parkmerced Stellar organization to ensure proper adherence to federal
laws on tenant organizations rights in communities. The upcoming Parkmerced EIR will once again test our
ability to involve the community if we cannot get our message out to the members of the community.

Lora Traveler – how can we best utilize word of mouth to ensure community involvement? From fund raising
to membership drives, we need possibly every two weeks to get tenants out to meetings on a regular basis
to gain membership and donations. We should use the 11 tower lobbies to get people to join. We could do it
when distributing “fliers”.  We need an all out push for tenants involvement financially and physically, many
are unaware of issues affecting them.

Terence Faulkner – Memos should have a coupon tear-off to recruit people to the board in the memo’s we
distribute to ensure we get them signed up and involved.
