Minutes of the May 26th, 2009 – [Emergency Meeting] of the Board of Directors of The
Parkmerced Residents Organization. (Called for by Aaron Goodman)
Location: 405 Serrano Drive Apt. #12-K (Yellow flier Emergency Agenda handed out at meeting
with contact information for the SF Board of Supervisors)

Meeting Started 7:05pm

Members Present:
Aaron Goodman, Jim Coppfer, Lora Traveler (E), Ralph Weddington, Henry Tyldsley,
Robert Pender (E), Terrence Faulkner

Members Absent: (Emergency Board Meeting no members are marked absent)

Excused: Genevieve Callejo (E), Daniel Phillips, Earl Somers, William Thomas, Dorothy Lefkovits, Susan

Guests:  Rev. Anthony Jenkins (Jim Coppfer invited)

Secretary's Report: Approval of Last meeting Minutes was not voted on due to unedited version of
minutes and late distribution.  TABLED TO NEXT MEETING FOR A FORMAL VOTE AND APPROVAL

Treasurer's Report:  Updated report requested by Vice President A. Goodman for next meeting.

Presidents Report:  A. Goodman acting president noted efforts will need to be made to continue PRO's
operations in Daniel's absence (length of time unresolved). Essential operations and access to files will
need to be secured; Jim Coppfer will follow up with Daniel Phillips.)

Old Business:  

CSFN - Membership Application Status;
A. Goodman noted that the application is pending Daniel
Phillips recovery, and access to the files, payment and attending the meetings of CSFN so this will be on
hold until we can get the rest of the documents completed and issued as a package.

New Business:

Ongoing PRO operations - Daniel Phillips Health update by Jim Coppfer, and discussion led by A.
Goodman on PRO basic operations. General Discussion.

Per PRO By-Laws Aaron Goodman is I President for PRO until Daniel Phillips can return to active duty, or
new elections are held.

Appointment of Jim Coppfer as Interim Vice President for PRO until A. Goodman can return to this position,
or new elections are held.

Notice of Preparation Parkmerced EIR
– (A. Goodman) general discussion on the NOP/EIR issued to all
tenants in Parkmerced  SF Planning Department Notice clearly states info, location of meeting, whom to
contact, and project, but does not provide all of the documents which total 73 pages. Residents must
contact Rick Cooper 415.575.9027 to receive additional documents. Please notify the planners on resident
concerns for access, location, time and date of scoping hearing.

A. Goodman notes last Parkmerced’s "update" meeting at St. Thomas Moore Church was non-community
based, and lacked community attendance due to distance, and time of day, difficulty with transit which is why
comments should go to the planning dept. on the scoping hearing. SFSU was the only large enough
adjacent facilities available.

[Public Scoping meeting Monday June 8th 2009, 6-8pm at the YMCA Stonestown Annex. 3150 20th
Ave. SF, CA 94132. Written Comments on Notice of Preparation (NOP) and EIR must be received by 5:
00pm Friday June 19, 2009 Attn: Bill Wycko EIR Officer, SF Planning Dept. 1650 Mission St. Suite 400, SF,
CA 94103.]

Memo to the Planning Dept. Regarding insufficiency of notification to the Parkmerced Community, and lack
of alternative dates and times, non-adjacency of scoping hearing to our community.
Motion - by Terence Faulkner to send a memo to contact the planning department about our concerns on
the location of the scoping hearing.

Notification fliers to UPN/UPS, Lakeside, and Parkmerced EIR Scoping Hearing - general discussion.

The PRO organization supports or does not support the Parkmerced "Vision" and plan for redevelopment of
Parkmerced.
Motion - (NO VOTE ON THIS ISSUE BY PRO BOARD)  (Vote Tabled on Parkmerced EIR / NOP postponed
to next meeting)

Fee Waiver for DR Review Requests and Application – general discussion of process through planning
department, planning commission, appeals, newly appointed Historic Preservation Commission, SF Board of
Supervisors, and SF Board of Appeals.

Memo to SF Planning on NOP - A. Goodman will prepare an initial memo and submit to SF Planning Dept.
due to time constraints.

SF Senior Action Network - A. Goodman visited with Barbara Bloom on the SAN and renter's relief
package. Issues for seniors based on SSI reduction and renter's assistance program reductions. Tuesday
May 26th 2:00pm. A. Goodman requested the SAN write regarding the EIR/NOP and lack of affordable
rental housing for seniors, and costs increases at Parkmerced including notices being received by senior
residents at Parkmerced.

PRO BOARD - City Meeting Notification(s) - A. Goodman suggests PRO Board and tenant attendance on
these dates.

Wednesday. May 27th, 2009 12:00pm City Hall Legislative Chamber [090572] rejection of the SFMTA
budget - due to budget cuts to our transit lines based on the TEP


Thursday May 28th, 2009 1:00pm City Hall Room 250 (Rally at 12:00 noon) [Renter's Relief Package] -
moved from Land-use meeting to GAO committee, (see www.sftu.org for additional info. petition) Ted Egan
Dept. of Housing report on package and financial affects published.

The PRO organization requests the reinstatement of the prior 17 Parkmerced bus route on site. (Memo to
SF Board of Supervisors) Memo to the SF BOS + SFMTA to keep the original 17 Parkmerced Bus Line
routing through Parkmerced.

Sustainability @ Parkmerced (Green-flier from Parkmerced Management) - A. Goodman noted the possible
"pass-through" noted in the memo. The fiscal impact mentioned by Stellar Management, and possible need
noted to pass on newly implemented recycling, garbage, composting fees towards tenants – General
Discussion.

PRO Newsletter – (A. Goodman) target date is June July due to EIR/NOP and need to work on the
format/program and access. Separate communications/outreach committee meeting needed to discuss final
articles to include in newsletter by PRO tenants

SFMTA County Transit Authority Memo Issued - A. Goodman general discussion.

EOCSF Memo Issued - A. Goodman general discussion.

The PRO organization thanks Parkmerced on the bench and plaque, and recognition of Robert Pender by
The Board of Supervisors creating Robert Pender Day in SF (memo to organizations) [Inclusion in next
newsletter.]

Motion - Memo to the SF BOS, Parkmerced, and Organizations, thanking the SF BOS on the recognition of
Robert Pender, through the creation of Robert Pender Day in SF.
