restatement of issue (not to write UPS tenants but SFSU for a town-hall meeting for UPS and possibly UPN)

Hand-outs & Fliers (rough-drafts) General Information, and Updates on First Vice President's activities for
PRO; Aaron Goodman mentioned the ongoing side work he has been investigating and working on which
include the following items:
SF Board of Supervisors - Aaron Goodman read items that he had written PRO memo's of support via
email on in order to provide city agencies with our input on recent legislation that concerns PRO.
080407 - Subdivision Code - definition of conversion Supervisor Peskin (memo of support) to clarify the
air-space provisions of sub-dividing units vertically 080821 - Residential Rent Ordinance, defining and
prohibiting tenant harassment and providing remedies of rent reduction, criminal and civil penalties.(memo
of support) 080650 - Creating a Historic Preservation Commission - (noted issues of
"multiple entitlements" and concerns for areas like Parkmerced or Presidio and already approved areas
such as the Market Octavia, and Bayview Hunters point, as the planning dept. would be able to overrule the
preservation commission on multiple owner sites.) (Memo of support with conditions) 080647 - Commission
on the Environment - (noted issues of land-use policies and concerns for "sustainable" preservation as a
key component to environmental land-use commission planning) (memo of support with conditions) 080648
- San Francisco Clean Energy Act - (noted memo by CSFN regarding creation
of independent rate-payer advocacy position) (memo of support to CSFN resolution) 080818 - San
Francisco Zoo Policies and Oversight (memo of support) note due to facilities for children and neighborhood
organization we may consider outreach here. 080272 - Requiring registered lobbyists to wear identification
badges when making lobbying contacts (memo of support) reminder to PRO board to wear a PRO
badge/pin when down @ city hall, noted that Parkmerced management does not wear
identification when making contacts.
City Attorney Documents received on SFSU/City Memorandum of Understanding (MOU) [Transportation
Maintenance of SFSU/Parkmerced Platform] - August 5, 1994 agreement between SFSU and City Agencies,
on SFSU/Parkmerced Muni stop, and requirements to maintain and repair the platform in exchange for
advertisement rights. San Francisco Board of Supervisors' File No. 172.94.26 Res. No. 684-94 PUC Res.
No. 94-0156 City Attorneys Office File No. P0050/93 and that he forwarded a complaint to the San
Francisco Board of Supervisors due to the obvious neglect by SFSU in maintaining the platform per the
prior agreement. The agreement terminates in August of 2009, so the city still has the opportunity to take
action against the university per the agreement. A. Goodman forwarded a copy to Daniel Phillips for the
PRO Board's info.
SFSU / Parkmerced Former "recreation site" - Aaron Goodman stated it was seemingly being left to rot
currently and had a severe lack of maintenance since the property's purchase per research, currently the
"community" building is being used for storage, and areas around the site as a "Dumpster for campus
storage" - Memo sent to J. Porth on the storage of bins on site, and the Dept. of Public Health. J. Porth
noted these items were emergency supplies for the university, however did not know the containers on the
south side of the former Parkmerced Recreation Center. It was determined it was from prior "construction"
activities and was to be removed from the site per SFSU Health Campus Environment Advocate.
PRO (rough draft) "request to the community" - A. Goodman noted this sheet was for ideas on getting ideas
out for involvement and communication to neighbors and surrounding agencies on the issues related to
PRO and our organization. L. Traveler noted we should definitely translate this to other languages if
possible for a communications memo by PRO for future outreach. A. Goodman noted
he was attempting to get members "involved" in review of documents and would appreciate any efforts in
proof-reading, suggesting additional ideas to incorporate for next meeting and than we can see about the
translations and formatting.
Formatted (rough draft) Letter on Preservation of Parkmerced - Memo and draft letter to support the
Landmarks Nomination of Parkmerced to the LPAB, noted that the EIR has not been issued, and this can be
a draft memo to place on the website, in advance of or post the EIR and scoping meetings to generate
support for the adequate review and process of change at Parkmerced.
800 Brotherhood Way Resolution for a Referendum (rough draft) - A. Goodman noted that there was
support by a tenant on the south side, in fighting the brotherhood way development through legislation. This
tenant is interested in going further with the fight against our neighborhood's sub-division. A. Goodman has
drafted a resolution and forwarded it, as a possible method to do a
referendum on the SF Board of Supervisors and Planning Depts. adoption of the final negative declaration
for 800 Brotherhood Way currently in legal challenge by one tenant. A. Goodman researched and pulled
the approved file no. 051227 and Motion No. M05-112 and noted that the rough draft needs to include still
some work in technically challenging the Board of Supervisors on this approval without an EIR, per
California Environmental Act (CEQA), when other developments are known or in the pipeline. The adoption
occurred post appeals July 11, 2005 way after the purchase by SFSU for the noted sites. Therefore
planning and agencies were possibly "informed" prior of the intentions and thus the approval by the SF BOS
should be negated. PRO does not have the resources or man-power to petition the neighborhood and
organizations that prior fought this battle, however it would be a significant help for individuals and PRO to
support the efforts which would seriously impede the development further. Similar "referenda" could be
used against SFSU's rezoning approvals, Cambon, our Recreation site, and the Parkmerced redevelopment
as required. A. Goodman noted he was not "experienced" enough in legislation and petitions, or
referendums and needed assistance with the issue and will check back on PRO Board support for the
wording and if such actions should be taken in the future. Aaron Goodman forwarded a copy of the "Guide
to Referenda" and M05-112 document to Daniel Phillips for the PRO boards info.
CSFN Newsletter July & Membership Application Update - issue of the Market Octavia Plan, and legal
challenge www.csfn.net and how pro-bona lawyers were tackling a major land-use policy by the Planning Dep
artment that can "manhattanize" most neighborhoods if passed as it allows the planning dept. to override
and insert "better neighborhoods" planning documents into the general plan, and supersede the need for
EIR's (Environmental Impact Reports) per CEQA. They need $15,000.00 to cover the printing costs and are
requesting organizations to donate. PRO financially cannot donate but individuals are encouraged to assist
the effort in whatever means possible even a base $10.00 donation is a big help! Goodman noted our
possible joining still with CSFN and that next week Ex-Comm. meeting for CSFN he will attend and seek
approval to forward to the CSFN member organizations for membership. L. Traveler noted the need to not
be spread too thin on boards, panels, and groups. A. Goodman acknowledged the issue, and noted his
concerns about serving the "community" as a whole, for PRO, and that it may conflict with our PRO bylaws
that focuses on our "tenant's organization" but that the exercise in political and outreach was a good step
for PRO as a whole.
Goodman reminded all about dates and times of items upcoming end of the month, sustainability meeting,
Parkmerced possible meeting, and Arbor Day, and farmer's market events] [A. Goodman apologized for the
extended items, but noted we had completed the meeting on-time, reviewed all items and concluded all
issues.
Phillips reminded all about remaining newsletters to deliver as there were still some blocks requiring
assistance on
