Minutes July 15, 2008 meeting.

Business from Previous Meeting
Consideration of Ralph Weddington (not present tabled to next meeting)
Meeting Dates/Location: Aaron Goodman) noted that sometimes conflicts come up due to PRO board
meetings on third week of month, which tend to conflict with numerous meetings citywide, He
suggested occasionally switching dates, in case of "conflicts" of members. [Alternative public central
meeting location also suggested]
Memo to PRO board member noted in previous meeting, question was posed to Terrance Faulkner if the
letters were being received, and if the person in question understood the board's position. Terrance noted
he would discuss with person in question. Address was confirmed with Terrance as to where to send the
memos and PRO Board items for future communications.
New Business
Responsibilities of President - Daniel Philips reviewed the issue of meeting with management per PRO
by-laws once per month, and general PRO board discussions with management. The 5:30-6:30 meeting
time is to accommodate work schedule's. The PRO board is thankful for the chance to discuss issues with
management, and have a proper forum for discussion and open dialogue. Daniel Phillips noted prior
management did not meet with the PRO Board, and the opportunity for conflict resolution is always better
with communication between groups. Lora Traveler noted the need to emphasize the dialogue and an
agenda that is clear and to the point when meeting with Management.
Daniel Phillips noted the upcoming Arbor Day event PRO is co-sponsoring with Management and that the
PRO board is in support of the event. Prior communications with PRO by management on this issue were
noted In addition, the Plaque being placed by Parkmerced was a wonderful offer of sincerity by
management which is greatly appreciated by the board. This will occur on the Arbor Day event July 26th
8:00am-12Noon with a BBQ afterwards sponsored by Parkmerced Management.
Another unnamed tenant wanted to know if circulating petitions at the Farmer's Market was allowable
when seeking signatures for a position at a city agency, The Farmers Market may not be used for
personal political issues. It was noted that public space is open for such activities such as PRO Board
attendance at the market, however we are only there at the end of the month due to concerns about
insurance. It was also noted that the tents purchased would have to be returned as there is no liability
insurance for such a tent structure and PRO is not covered by this.
Lora Traveler suggested that the Senior Housing Action Committee (SHAC), and Senior Action Network be
involved them in public activities, with invitations to these groups to attend PRO board meetings in the
future.
Terence Faulkner noted the benefit of having the safety committee present at the Arbor Day, or
Parkmerced activities scheduled. Such as the Red Cross, for CPR and 1st Aid as always great
neighborhood items to hold on site during activities.
Aaron Goodman noted the Housing Rights Committee (HRC) attending prior meetings, and that we
could also invite Tenant's Together or the San Francisco Tenant's Union (SFTU) who were active in the PROP
98/99 issues, or other neighborhood organizations to involve surrounding community groups and
emphasize our outreach as an organization.
Selection of New Treasurer - General discussion on the need to find a new treasurer and secretary, also
position of Safety Coordinator for Neighborhood Watch as this position also works with public agencies,
David Chan at Project Safe, The SFSU Neighborhood Taskforce, and Police Departments. Security on site
and is an extensive Role. Members present were not able physically to handle the roles. We need to
recruit board members who can "actively" participate to assist PRO Board in outreach as Board currently
overwhelmed by issues and meetings needed to be attended in general. Daniel Phillips noted the need
for CPA training, or understanding of book-keeping, Lora Traveler suggested contacting Jason. Porth to
find out if students or others such as Mercy H.S. Students doing civic lessons courses would be possible
assistance to our group. Lora Traveler suggested contacting a prior interested member at 355 Serrano
which she volunteered to do. Daniel Phillips noted we should have a recommendation by Aug. 18th
as he is overwhelmed currently with website, meetings, and tasks. Discussion moved to possible savings
account for finances, and interest. Daniel Phillips noted the need to switch to an ATM/Debit Card on the
account, for ease of access when doing printing materials for PRO. T. Faulkner suggested a joint 3-person
signature on the account for emergencies and access.
Lora Traveler Moved that a letter and "thank-you" noted to Michelle Miller for all of her efforts, Seconded-
Henry Tyldsley. Discussion; None. Vote - Unanimous Decision YES-5 NO-0 PASSED
Editing Materials for Publication(s) - General discussion of an error in last PRO insider on our general
membership meeting date, apologies by both President and Vice President for missing the item, and
request that members volunteer to jointly review items prior to deadlines for printings. A. Goodman noted
the slowness of City agencies in getting out proper notification, which is partially why some support letters
have not been sent in a timely fashion to city agencies. This is a HUGE task, and time-consuming.
Goodman noted the need to send issues via email, not on PRO letterhead to some meetings on
Monday's when notice is received late. Goodman said he would send all letters via email to board
members interested, and in complex matters will seek board approval on letters and documents sent out
for public statements from PRO in the future. Parkmerced management raised the issue on prior
documents and errors in facts stated. Aaron Goodman advised Stellar Management at last board
meeting with Parkmerced that the issues will be forwarded to PRO prior to publication or distribution at
meetings.
Lora Traveler suggested contacting former member Margaret Vota or a Mercy HS civics course student to
assist temporarily in proof-reading. Moved - Lora Traveler Seconded - Terence Faulkner. Discussion - on
paid vs. volunteer roles for PRO and speed of turn-around of documents Vote - Unanimous Decision YES-5

Board Members Volunteer(s) and Assignment(s) - General discussion on PRO Board General Membership
meeting this Saturday, and current staffing, and need for involvement by membership. Discussion on
current board members who were excused for this evening due to either physical or prior engagements.
Discussion on need to acquire new tenant membership, as well as involvement, and printing out
additional "PRO" cards, membership perforated forms, and survey for the next Farmer's Market on July 26,
2008 Membership meeting.
Terence Faulkner volunteered to call members to remind them of the meeting this Saturday
Aaron Goodman suggested the idea for a co-sponsor, or donation by a neighborhood business like
SLOAT Garden Center as a possible positive door prize that is "sustainable" creates a good green healthy
interior or exterior environment, and could be an advertisement for the PRO newsletter, possible donation
of some gift cards as in-kind contributions by Board members or SLOAT center for the door
prizes.
Aaron Goodman cited the need to have people volunteer and Daniel Phillips reminded all present of the
need to be "PRO-ACTIVE" as a board member.
University Park South & SFSU Foundation Memo December 20, 2001 - A. Goodman noted that
additional tenants were concerned over care, maintenance, laundry facilities, security and parking
increases notices being sent by the university, and a seeming lack of concern for the well-being of
tenants paying rent in the UPS blocks. A. Goodman distributed a memo from the SFSU Foundation
December 20, 2001 passed on by Genevieve Callejo that specifically cites the "terms of current tenancy"
as the basis for the tenants in UPS. The petitioners who were looking into going to the rent board to argue
the charges. D. Phillips noted that some tenants were already paying it and did not fight the increase.
Goodman then suggested we send the document to all PRO tenants in UPS or UPN, and a memo to
support No changes would be noted regarding maintenance, security, parking, and laundry facilities.
Aaron Goodman has sent numerous emails to J. Porth on conditions on University blocks and flagged
items of concern at the MUNI Platform, our lost Recreation fields at Parkmerced and their use by State,
and the noted comments by tenants on UPS blocks. Terence Faulkner suggested sending letters to
California Sate University (CSU) regents above Porth to apply "pressure" to acquire the needed movement
on SFSU's part. Lora Traveler noted tenants issues must be heard, and that PRO and the tenants in
question should demand a meeting. Daniel Philips noted a possible "town-hall" style meeting where a
forum open to the tenants can be attended and SFSU officers in charge of the property can be
questioned on maintenance and care issues. Aaron Goodman noted this also should be brought forward
prior to the fall SFSU Taskforce so action can be taken on the parcel and issues and reported back to the
Taskforce and PRO. Discussion ensued, and mention of UPN apartments and possible memos or
connection to tenants and students there as a need. Daniel Phillips noted that UPS is enough of an issue
for us currently but that we could outreach if we get enough student and volunteer effort, the town-hall
meeting could be a good way to get existing tenants of UPN to attend and have SFSU Housing flier the
neighborhoods to make sure all tenants are informed of the meeting to be held.
