Greetings from the Captain’s Office of Taraval Station.  

On November 14 th, I had the honor of being named Captain of Taraval Station.   It is with great excitement
that I return to Taraval, having served here as a Lieutenant from 2001 through 2003.   I thank the many of
you who have sent along your good wishes to me.   I look forward to working with all of you and the members
of Taraval Station who have made our district the safest in the City.      

The month of November has seen some significant changes in the personnel at Taraval.   A department-
wide rotation at the Lieutenant’s rank had us saying goodbye to
Lt. John Feeney of the night watch and Lt.
Tom Cleary
of the Day Watch.   Lt. Feeney’s new assignment is to serve as the adjutant for Assistant
Chief Jim Lynch
who heads the Department’s Office of the Chief of Staff.   His new responsibilities will
revolve around discipline, professional standards, and the written policies and procedures which guide our
actions.    
Lt. Cleary will be returning to the Investigations realm as he takes a spot in the Vice/Narcotics
detail.   We will be calling on him to provide support to our continuing efforts to locate and eradicate illegal
marijuana grows in the district.   We wish both these Lieutenants well in their new assignments.  

Assuming the Platoon Commander spots here at Taraval are two veteran Lieutenants.   
Lt. Henry Parra
moves across the park from his assignment at Richmond Station to the vacated night watch spot.  
 Lt. Parra’
s
career includes patrol, training, and investigative experience, including managing the Department’s Night
Investigations Unit and service as the Night Supervising Captain.   
Lt. Jerry Lankford returns to the Patrol
Division after serving in the Department’s Administration Bureau.    Although he has run the night watch for
both Taraval and Ingleside Station,
Lt. Lankford will fill the day watch slot through the current sign up.   Lt.
Lankford’s experience as a platoon commander and with the Taraval District specifically will make for a
smooth transition.   The Department has also created a 5 th Lieutenant’s spot at each of the District
Stations: The Resource Lieutenant.   
Lieutenant Jerry DeFilippo joined the station on November 28 th
and has taken on the task of creating The Station Investigations Team.   
Lt. DeFilippo is well suited to the
assignment, with an extensive background in both undercover and regular plainclothes investigations, as
well as service as a Platoon Commander in our neighboring Ingleside District.    He comes directly from an
assignment managing the Narcotics Bureau.

Another exciting change taking place at Taraval is the creation of a new unit:   
The Station Investigations
Team.
  Under the direction Lieutenant Jerry DeFilippo, 5 new members have been assigned to handle
immediate investigative follow-ups and liaison with the District Attorney’s office.   This is part of
Chief
Gascon’s
initiative to move the Inspectors and investigative resources to each District Station.   This
redeployment allows each station immediate access to investigative supervision and creates a mechanism
for following and tracking cases and offenders after arrest.   
Taraval Station’s Investigative Team is
comprised of
Inspector Rich Dalton, Sergeant Doug Arnold, Sergeant Barrett Chan, Sergeant Bud
Clinton, and Sergeant Eric Lederer.
  Their responsibilities include responding to major crime scenes to
direct immediate investigations; conducting follow-up investigations and interviews of victims, witnesses, and
arrestees; preparing re booking packages for the District Attorney’s Office on all felony arrests; pursuing
arrest and search warrants for non-arrest felony cases; follow up contacts with victims in non-arrest felony
cases; and analysis of crimes reported to identify crime patterns or series.   The benefits of immediate
access to investigators have already been seen and will be evident in the crime updates I will be posting.  

Housekeeping aside,
Continued are some of the latest reported crimes of interest within the District.
